A Statement from Dr. Sebastian Kim on the Current Military Tension on the Korean Peninsula

As a result of nuclear tests and missile launches, the current tension on the Korean Peninsula has gone beyond confrontation; it is now seriously threatening the peaceful co-existence of the Korean Peninsula and the neighboring countries. In addition, due to the response of the nations with an interest in the region, the possibility of war is rapidly growing. As we pray for the prevention of war and establishment of peace in Korea, we make the following calls:

First, God creates and sustains the world (Gen 1:28-31), bestows justice and peace (Isa 2:4), and reconciles us (Col 1:20). We believe that every human being is a precious treasure made in the image of God therefore no one takes away life (Gen 9:6; Ex 20:13), and God wants everyone to have life and to have it more abundantly in divine peace (Jn 10:10). Therefore, we oppose any war, which by its nature destroys human dignity and potential (1 Thess 5:15; 1 Pet 3:11). On the basis of God’s commandment to love (Mt 22:37-40) and the responsibility of peace-makers (Mt 5:9), we urge that any act that causes conflict and increases the danger of war should cease.

Second, we call upon North Korea to stop any aggressive military actions, including the possession and testing of nuclear weapons, which prevent peaceful co-existence. Not only are these contrary to the decisions of the UN Security Council, they are also threatening to peace in the Korean Peninsula and world peace, so they cannot be justified for any reason. As one Korean people, we should prevent any type of military threat or war, which will cause death and destruction, and instead choose a peaceful means of solving the tensions and seek for the common good, as supported by the international community. Therefore, we urge North Korea to stop the development of nuclear missiles and come to the negotiating table as soon as possible.

Third, we urge the South Korean government to take the leading responsibility for peace in the Korean Peninsula, and all parties to cease quarrels on the basis of progressive and conservative differences, rivalry between government and opposition, and polarization of political positions and ideologies. The government, parliament, and the citizens must realize that this crisis is their own problem and rise above sectarian interests. The government should do its best to settle the peace with North Korea by all diplomatic and peaceful means and should not encourage military tensions on the basis of superior military strength. The parliament should seek a peaceful solution by cooperating with the government and by gathering the opinions of the people. We particularly call upon South Korean citizens to acknowledge the seriousness of the current situation and not to be persuaded by groups with their own self-interests but instead raise one voice to the government, parliament and the international community for a peaceful solution.

Fourth, we call upon the US government to make all necessary diplomatic efforts for the peaceful co-existence of North and South Korea through talks and negotiations, and to utilize peaceful methods to make the Korean Peninsula a nuclear-free zone. We appreciate the sustaining support and effort of the US government for peace in Korea, on the basis of its founding spirit of liberty and human rights. However, we express serious concern about the recent policy and attitude of the US government toward the situation in Korea. We urge the US government to seek a solution to the problem of North Korea with patience and peaceful methods, as agreed in the international community, and with close cooperation with the South Korean government.

Fifth, in the face of the present crisis we call upon the Korean churches to repent of selfishness and individualistic faith and to engage in prayers and cooperation as we are called to be apostles of peace and reconcilers in the Korean Peninsula. Moreover, the Korean churches should turn away from ideological and irresponsible argument as well as reckless bellicose rhetoric on the one hand or irresponsible pacifism on the other. Additionally, we plead with the world church to join with us in prayers that Christ’s peace and reconciliation will come down on the Korean Peninsula, and also to influence the leaders in their own countries to work for a peaceful solution.

한반도 군사 긴장에 대한 우리의 입장

북한의 핵무기 실험과 미사일 발사를 둘러싸고 현재 한반도에서 고조되고 있는 긴장은 단순한 군사적 대치를 넘어서 한반도와 주변국의 평화 공존을 크게 위협하고 있다. 더욱이 관련국들은 북한의 군사 도발에 부적절하게 대응함으로써 한반도에서의 전쟁 발발 가능성을 그 어느 때보다도 높이고 있다. 이에 우리는 전쟁 억제와 평화적 해결을 기도하며 현 상황에 대해 다음과 같이 입장을 밝힌다.

첫째, 하나님은 세계를 선하게 창조하시고 보존하시며 (창1:28-31), 세상에 평화를 주시고 (사2:4), 세상을 화목케 하신다 (골1:20). 또한 모든 인간은 하나님의 형상을 지닌 존귀한 존재로서 누구도 그 생명을 빼앗을 수 없으며 (창9:6; 출20:13), 하나님은 평화 가운데 모든 이의 생명이 존중 받고 풍성해지기를 원하신다 (요10:10). 그러므로 우리는 개개인이 부여 받은 존엄성과 가능성을 파괴하는 어떠한 형태의 전쟁도 반대한다 (살전5:15; 벧전3:11). 하나님이 명하신 사랑의 계명(마22:37-40)과 평화의 사명(마5:9)에 기초해서 우리는 전쟁의 위기와 갈등을 고조시키는 모든 행동이 즉각 중단되기를 촉구한다.

둘째, 북한은 평화 공존을 직접적으로 저해하는 핵무기 보유 및 실험을 비롯해 모든 적대적인 군사행동을 중단할 것을 촉구한다. 이는 세계 평화를 수호하고자 하는 유엔 안보리 결의에 대한 명백한 위반 행위이며, 더 나아가 한반도와 국제사회의 평화를 심각하게 파괴하는 행위이므로 어떠한 이유로도 정당화 될 수 없다. 우리는 한 민족으로서 우리의 영토 안에서 어떠한 방식으로든 살상과 파괴 행위가 자행되는 것을 막아야 하며, 오히려 평화적인 갈등 해결을 통해 국제사회의 지지를 받으며 상생의 길을 추구할 수 있다. 따라서 우리는 북한이 즉각 핵미사일 개발을 중단하고 대화와 협력의 장으로 나와줄 것을 촉구한다.

셋째, 대한민국 정부는 한반도 평화를 위한 주도적 역할 수행에 모든 역량을 총동원하고, 이를 위해 여당과 야당, 진보와 보수 세력은 각자의 이해 관계에 따른 진영 싸움 및 정치적 대립을 즉시 중단할 것을 촉구한다. 정부, 국회, 국민은 이 위기를 직면한 당사국으로서 이 문제가 모든 이해 관계를 뛰어넘는 위중한 것임을 명심해야 한다. 정부는 외교와 안보에 더욱 집중하되 힘의 논리로 군사적 갈등을 부추기지 않도록 가능한 모든 평화적 수단을 동원해야 한다. 국회는 빠른 시일 내에 북한과 평화적 합의에 이를 수 있도록 정부와 협력하며 국민의 마음을 하나로 모아야 한다. 그리고 대한민국의 주권자인 국민 각자는 자주적으로 현 위기상황의 심각성을 파악하는 한편, 이 상황을 이용하려는 불순 세력에 동조하지 말고 국제 사회가 평화적 해결을 모색하도록 한 목소리를 낼 것을 촉구한다.

넷째, 미국 정부는 남북한 평화 공존과 한반도 비핵화를 위하여 대화와 타협 등 평화적 수단을 통한 외교 역량 동원에 힘써줄 것을 촉구한다. 우리는 미국이 자유와 인권이라는 숭고한 보편적 가치 수호를 이념으로 삼아 건국된 것과, 미국 정부가 이제껏 한반도 평화를 위해 수많은 지원과 노력을 감당해왔음을 존중한다. 하지만 최근 북핵 문제와 관련해 미국 정부의 정책과 태도가 한반도에 위기를 불러오는 데 일조한 점에 대해서는 심각한 우려를 표하는 바이다. 따라서 미국 정부가 세계 평화 유지에 최우선순위를 두고, 일차 당사자인 대한민국 정부와의 긴밀한 협력 가운데 국제 사회와 합의한 평화적 방법으로 북한 문제 해결에 나서줄 것을 촉구하는 바이다.

다섯째, 한국 교회는 위기에 처한 조국의 현실 앞에서 지금껏 신앙과 구원을 이기적으로 사유화했던 잘못을 회개하고, 우리를 평화의 사도이자 화해자로 부르신 하나님의 뜻을 따라 남북한 화해와 한반도 평화를 위해서 한 마음으로 기도하며 협력할 것을 촉구한다. 이를 위해 지난 날 우리 교회를 사로잡았던 내부 갈등 및 비판, 무모한 전쟁론이나 대책 없는 평화론 등의 이념 논쟁, 편협한 성경 해석에 기반한 감정적 발언 등에서 돌이켜야 할 것이다. 더불어 세계 교회는 이 땅에 그리스도의 평화와 화해가 임하기를 함께 기도하며, 각 나라의 정치인들이 평화 공존을 위해 힘을 기울이도록 적극적으로 영향력을 행사해줄 것을 요청한다.
